City of Palm Coast Case Study

Background

  • Palm Coast is a city of over 80,000 residents in northern Florida
  • Between 2000 and 2016, Palm Coast’s population more than doubled
  • Due to the City’s rigid wireless ordinance, carriers were unable to keep network development up with the population growth/coverage needs
  • In 2017, the City hired Diamond to evaluate and find a solution for its lagging infrastructure

Diamond’s Approach

  • Diamond performed a detailed analysis on the City’s existing infrastructure, population and urban layout to determine exactly where infrastructure was needed
  • Diamond identified City and other publicly owned properties that could provide efficient solutions
  • Diamond updated the local ordinance to enable controlled and efficient wireless infrastructure deployments, in conjunction with the City Planning Department
  • Diamond marketed the opportunity to carriers, identifying solutions customized to each carrier’s coverage deficiencies

Results

  • The Wireless Master Plan and revised ordinance received universal endorsement from the City Council and wireless carriers
  • Three towers have been constructed and there are additional projects currently in-process

Howard Hughes Case Study

Background

  • Howard Hughes is one of the nation’s largest developers and managers of master-planned communities across the country
  • Diamond partnered with Howard Hughes in 2018 to improve wireless infrastructure throughout their master planned communities including Summerlin, Nevada, the Woodlands, Texas, and Columbia, Maryland
  • While Howard Hughes is focused on improving wireless coverage, aesthetics and environmental concerns are also critically important

Diamond’s Approach

  • Diamond analyzed wireless coverage throughout each Howard Hughes development
  • Diamond, in collaboration with Howard Hughes, identified locations for new wireless infrastructure that will enhance connectivity for the residents, businesses, first responders and visitors of the communities

Results

  • Fifteen new tower and rooftop sites complete
  • Indoor DAS project in an office building on-air
  • Additional sites currently in development
  • Widespread wireless coverage enhancements
  • Improved first responder connectivity
